Education is the major instrument of economic and social transformation and change in the society. Ina developing country like Nigeria, great energy and efforts are being directed towards using educationfor the socio-economic growth and development of the nation. In all these, policy attempts werepredicated on the nation's search for rapid socio-economic development and the improvement of thewell being of its citizens as well as the overarching desire to catch up with the development in the restof the world. The reality of the moment is that the education system is still weak and slow in bringingabout this expected change. The living condition of the citizens remains appalling. Poverty is stillvicious with majority living below poverty line and unemployment soaring at alarming proportions. Theblame by most experts and public analysts is on the unemployability of the products of the educationsystem, the human capital and engine of development, which has sterilized rather than generatenational economy and the well being of individuals. The implementation of the present policy oneducation like others in the past seems to be still slanting in favor of academic orientation and againsthands on skills training which confers on the products of the school system technical and vocationalskills that has high and direct employability, and exponential impact on productivity, personal andnational income;;immediate short term and long term gains of poverty reduction;;and generation ofeconomic growth and development. The study raises a query that basic education does not haveeffective process for the placement of its products on Technical and Vocational Education andTraining (TVET). It is thus hypothesized that placement processes of basic education is notsignificantly effective in placing students on TVET. With five sub variables of availability/accessibility,receptivity, attitudes, personality traits and adaptability to TVET, the study adopted a survey design.The population was made up of policy makers in education, guidance counselors , stakeholders(TVETinstitutions and employers of labour)and JSS 3 students and graduates of basic education in AkwaIbom, Cross River and Rivers states of South South Nigeria. The sampling techniques used for thestudy was the multistage technique including purposive and incidental techniques for small specializedunits. The sample size was 920 subjects drawn across all the units and sub units of the population.The instrument used was a 20 item Placement Processes Questionnaire (PPQ)developed and facevalidated with a Cronbach's Alpha reliability coefficient of r = .76 to .88. On administration of thequestionnaire, data was generated, collated and analyzed percentages, one sample t-test,independent t-test, and Pearson Product Moment correlation Analysis. The results showed thatplacement processes of basic education were significantly effective and accessible in placing studentson TVET. Though there was low availability but accessibility and receptivity of the placementprocesses were high. However, the attitudes of the students towards TVET placement services werenot significantly related. Surprisingly, Students showed high adaptability to TVET placement services.The study recommends emphasis on intensive guidance programmes on career development andtalent exploration and liberalization, democratization and inclusiveness in selecting students into TVETprogrammes.
