The current implementation of the High Level Architecture (HLA) Runtime Infrastructure (RTI) operates on a single federation only. However, some applications may require that certain information could only be shared among a group of federates and this is difficult to achieve in a flat federation. A hierarchical federation provides a way to enable this selective information hiding. In this paper, we use a strict hierarchical structure in which each federation is connected to an upper level federation through a gateway federate and each gateway federate connects two federations only. To realize HLA services in a hierarchical federation, some extra RTI functionalities have to be provided. This paper gives a solution to realize Data Distribution Management (DDM) in a hierarchical federation. We make use of the middleware and gateway to extend the current RTI functionalities to handle DDM across federations. We compare two algorithms for DDM filtering in a Hierarchical Federation. We will also demonstrate some advantages of a hierarchical federation over a flat federation for the DDM implementation. The grid-based, receiver-based and sender-based approaches are three basic techniques of DDM filtering. Different applications can benefit from different DDM implementations and configurations. In a hierarchical federation, because federates are distributed in separate federations, a flexible approach which incorporates different DDM techniques becomes possible.
