This paper traces the history of DoD policies on distributed simulation standards (e.g., DIS, HLA, TENA) from the emergence of this technology in the late 1980s to the present. Key developments are documented, misunderstandings are disproved, and reasons for the current confusion in distributed simulation policy are made clear. The establishment of a DoD M&S management structure and the Defense Modeling and Simulation Office (DMSO) are examined. Factors that led to development of the High Level Architecture and its migration to SISO management are reviewed. The paper explains how the 1996 HLA "No Can Pay, No Can Play" policy came to be established. Repeated reaffirmations of this policy are recounted, along with the relaxation of HLA policy in 2000. DoD's failure to then carry out this revised HLA policy is described. The emergence of TENA and other distributed simulation approaches in the context of an unprecedented DoD M&S leadership gap is reported. Continuing contradictions are noted and the current policy situation is recapped, setting the stage for the LVC Architecture Roadmap, reported separately.
