As the birth place of Chinese nation, the Yangtze River Basin endowed with advantageous natural conditions and rich natural resources, and has taken up an important strategic position in China's economic construction. For many years, in the process of reforming nature, mankind has, in violation of natural and economic laws, overexploited and damaged forest resources, causing forest vegetation to disappear in large scale and degradation of eco-environment, endangering economic development and security of production and life of residents alongside Yangtze River Basin. In 1998, there was the most serious flood in the entire Yangtze River Basin since 1954. It is generally agreed that the major causes include abnormal weather conditions and heavy rainfall. However, the destruction of forest and grass cover, predominantly forest, in the upper reaches of the Yangtze River is also an important factor causing soil erosion, sand sedimentation and rampant flood. It is important that experts and participants to the International Conference on Comprehensive Management of Mountain Ecosystem in the Yangtze River Basin can meet in Beijing to discuss the management and control measures in the mountain ecosystem in the Yangtze River Basin.
