Oak Creek Water and Sewer Utility (OCWSU) is evaluating aquifer storage and recovery (ASR) technology as an alternative method of meeting seasonal peak demands. OCWSU would develop 5 ASR wells that would be used to store 240 million gallons of finished water during the low demand winter months. The same wells would be operated at up to 8 million gallons per day during the summer to recover the stored water to meet the seasonal peak demand period. The Feasibility Study showed that if the technology is successful, OCWSU could save 50 percent in annual costs over constructing and operating a larger treatment plant. Since this is the first application in Wisconsin, OCWSU was successful in receiving Tailored Collaboration co-funding from AWWARF (Project Number 2539) to perform a full-scale demonstration test. OCWSU recently began Phase VI of the Demonstration Testing in May 2002 with an 8 to 10 month full-scale cycle testing period. Wisconsin Department of Natural Resources (WDNR) granted conditional approval to allow the testing which will recover the water into the distribution system. Standby Well No. 3, completed in the Sandstone Aquifer, was converted for use in the demonstration test. Treated Lake Michigan water is recharged into Well No. 3 at a rate of about 1 mgd, and then recovered at a rate of about 1.5 mgd. Four (4) cycles of testing were completed to confirm the technical feasibility of ASR, to assess the fate of radionuclides present in the native groundwater, and to evaluate natural attenuation of trihalomethanes during ASR to support the WDNR in regulating future ASR systems. The first five cycles of testing are complete and results and preliminary findings will be presented. The results from OCWSU are expected to be generally applicable to much of Wisconsin where the Sandstone Aquifer is present but may contain elevated total dissolved solid, radium, or barium, etc. If ASR technology is shown to be technically feasible, other utilities in Wisconsin and other midwestern states could develop economically beneficial ASR systems.
