The incorporation of new transmission technologies i.e., digital datalinks, has not been thoroughly investigated by the UAV community. The transition from analog to digital in UAV datalink design creates several issues that have not previously confronted UAV system designers. One such issue is the latency inherent in a digital imagery design. This paper discusses the effects of latency in UAV datalinks upon payload video and operator performance. What are the impacts of latency upon system design? Is effective manual control of the payload still possible? The results of several laboratory simulations conducted at the Naval Air Warfare Center will be presented. Potential design solutions and recommended latency values for effective operator control will be discussed.
