During the 9th 5-year plan, we've got great progress both in PV industrialization and market development. PV has play important role in communication and rural electrification. Even though, PV has higher cost and could not compete with conventional energy in the area covered by grid. Solar PV belongs to clean energy. PV widely application could greatly help in energy conservation and pollution reduction. PV will finally march into utility scale application in the future. Once the cost of PV lower than $2USD/Wp, PV will reach to large-scale application. Currently, PV requires support from government both in policies and financials. My comments are listed bellow: Making feasibility study for off grid electric power construction. Include survey on local resources, local population, economic growth, optimization and choice of the energy and ways in electric power construction, financial mechanisms and policies. The purpose of this job intends to put PV into national power construction plans. Making feasibility study for grid connected PV roofing systems. Include technology, economics, policies and environmental effect research, current situation of such application mode, technical standards, safety standards, approval process, pricing policies and other encouraging policies. Starting research and demonstration on the new fields of PV system engineering which have potentials to further expend PV market. Such new fields include: Larger power range (> 100KW) wind-PV-Battery or Wind-PV-Diesel-Battery hybrid power systems, PV desalination systems, solar pumping irrigation systems, PV fast charging system for vehicles, PV-Hydrogen-Fuel Cell clean energy cycling system, etc.
