摘要

In the framework of the CDMED project, the pre-feasibility study for a pilot CDM project of a 60 MW wind farm in Egypt was performed along with the cost/benefit analysis. The results indicate excellent wind resources and very high expected electricity production factor; however, due to the low price of electricity production in Egypt, a financial support is needed through the CDM for the wind farm project to be developed. Another part of the research dealt with the analysis of the CDM along with eligibility criteria for CDM projects using renewable energies in the region. Scenarios and evaluation of the potential for CDM projects were elaborated at medium and long terms with the POLES model (a World Energy model) and included an assessment of the benefits expected. Finally, strategies have been proposed to promote the CDM in the Mediterranean region through the adoption of adapted policies and also specific financial tools. The results of the study thus show that large benefits could be obtained through the development of the CDM in the Mediterranean region and that it would trigger a rapid deployment of wind power projects in the area. The analysis shows that CDM projects based on renewable energy technologies can contribute to sustainable development in the southern and eastern Mediterranean countries and at the same time help Annex I countries to achieve their Kyoto commitments.
