Do not laugh at me. The U.S.-Canada softwood lumber trade dispute has been going on for more than 20 years. The stakes are high, as U.S. 6 dollar to 7 billion of softwood lumber crosses the border between the countries each year. The current tariff revenue alone, imposed by the U.S. in May 2002 at the rate of 27.2 percent, is worth billions of dollars each year. The two countries have fought large battles on softwood lumber over the last two decades. Some insiders call it a "softwood lumber war." Five periods in this "war" have occurred, and nobody is even close to declaring it is over; let alone pick a winner. Yes, there are winners of battles, but not winners of the war, as yet.
