Changing workplace service requirements of end-user organisations - Case study at Finnish Government Agencies

摘要

In this paper, an end-user centred framework of a workplace network is presented where building owners and service providers have the collective challenge to respond to the changing business environment of end-user organisations. Based on a theoretical background, it is suggested that that in many situations facilities are not managed to the optimal benefit of the their users, and that viewing the workplace as a bundle of services - namely a combination of real estate, IT and HR services - will better support the workforce in the conduct of their work. In this transformation from place-centric orientation to people-centric orientation of the workplace, it is estimated that each user organisation will require specific support from the multiple service providers supporting the work. The two case studies indicate that building owners, facilities managers and service providers have a collective challenge to satisfy the changing end-user organisation needs. Trends such as distributed working, changing recruitment requirements and developing technology create new prospects for the FM professionals. The research process is based on action research and the empirical data were collected using multiple methodologies. The two case studies of Finnish Government Agencies illustrate both organization-specific requirements and trends affecting end-user organisations and the facilities management industry.
