One of the major market drivers for wind energy development has been the goal of reducing emissions of greenhouse gases (e.g., carbon dioxide) and conventional air pollutants (e.g., nitrogen oxides). Strong continued growth of wind energy will require policies and approaches that capture these clean air benefits. Quantification of air quality benefits can play a key role in advancing regulatory approval for proposed wind farms and in counterbalancing assertions of negative environmental effects. Interim regulatory decisions in the Cape Wind proceeding in Massachusetts and the Highland New Wind Energy proceeding in Virginia highlight this issue. In addition, innovative clean air policies are necessary to assure that potential air quality benefits of wind energy development are realized. The marketing of wind energy in the future will depend, in large part, on whether reductions in air emissions, particularly carbon dioxide, can be substantiated and claimed.
