The idea of applying space technologies to assess the effect of space on communications for our warfighters is not a new concept, but while many people may have heard of the 'satellite' telephone developed for global voice over the internet protocol communications, few would be able to integrate the day-to-day space operational systems of training mission support and analysis necessary to describe the complex satellite web to support communications links for network centric operations. The Space Communications Effects Federation integrates Space and Missile Defense Command's (SMDC) Space Server, Communication, Electronics, Research Development and Engineering Center's (CERDEC) Communications Planner for Operational and Simulation Effects with Realism's (COMPOSER) Communications Effects Simulator (CES) Suite, and PEO STRI Objective OneSAF System (OOS) in a High Level Architecture (HLA) environment. The SCEF provides a means for integrating space communications effects into simulations to create a more realistic Battle Command training and experimental environment. The Space Communications Effects Federation (SCEF) provides the capability to demonstrate, through modeling and simulation, the progress towards the U.S. Army Concept for Space Operations in the field of communications. The SCEF integrates space communications effects with operational scenarios to demonstrate the benefits associated with space-based assets. The SCEF provides communication measures of effectiveness and is suitability to various net-centric tactical communications solutions being explored by current transformational programs. The SCEF is developing the capability to demonstrate space communications capabilities of satellite relays to reduce the number of terrestrial communications relays; the use of a satellite "switch in the sky" backbone network to reduce node centers; increasing the Commander's span of control for battlespace engagement; projecting the Global Information Grid to the forward line of troops; space communications impact on network survivability with respect to various threats such as attack, sabotage, and electronic warfare; and enabling battle command on the move.
