We propose a collective rotation-vibration Hamiltonian of nuclei in which the axial quadrupole β_2 and octupole β_3 variables are coupled through the centrifugal interaction. We consider that the system oscillates between positive and negative β_3-values by rounding a potential core in the (β_2,β_3)- space. We examine the effect of the "rounding" in the structure of the spectrum.
