摘要

Almost every recent submitted application for a new coal-fired power plant has been challenged during the Prevention of Significant Deterioration (PSD) permitting process. Environmentalists and other citizen groups have targeted coal combustion for environmental protests. Navigating these challenges is crucial to the development and design of a new power plant because: Challengers' comments can change which control devices and permit limits will be required by the state in order to issue a construction permit; Design changes to air pollution control equipment can change the financial cost/benefits of the project; Resolving permit challenges can delay projects a year or more while the challenges are resolved. Recently issued PSD permits for which these challenges have been successfully resolved will be reviewed with the goal of providing a roadmap to projects just entering the permitting process.
