摘要

In different European cities demographic changes together with the working situation leads to decreasing population. The problem of decreasing population and the increase in unoccupied fiats and houses endanger social stability and functionality of the cities, inducing also business management difficulties of large companies at property market. In order to promote urban development in Germany the Federal Government initialized the program "Urban Restructuring in East Germany". By purposeful use of financial assistance lasting functional urban structures and property markets shall be developed. 37 of the Thuringia municipalities attended a federal competition for establishing integrated urban development concepts. Thus in Thuringia the requirements for enforcement of urban developing measures are given. At the beginning of the program experiences in this field were very less. Therefore the Thuringia ministry assigned a group of scientist to carry out research concerning shrinking city problems and related urban development measures. In this group are specialists working in fields like architecture, landscape planning, housing association, social planning and infrastructure planning①.
