From 1949 until 1958 under dominant Soviet influence, the urban development in China took place within the framework of the planning formulated in Beijing. The urban development, as it is the case in Xi'an, was carded out according to procedures articulating mainly two plan scales, according a hierarchical nesting system, typical of the traditional culture. The Master plan defines the big infrastructures, the street layouts, the orthogonal grid structure of the city blocks. The detailed plans of town planning generate on the scale of the city blocks, a juxtaposition of autonomous urban forms.This system made it possible to structure the whole area to be urbanized and the urban forms, in a context of a strongly developing provincial metropohs as Xi'an. The layout of the plan of 1953, in the Nineties, guaranteed a certain harmony of the plan and its continuity in time. But the recent evolution shows the limits of this model on the scale of a XXI°century agglomeration. The latter develops now according to a radio-concentric plan, regulated by the third ring road.Yet, the concept of "urban project", as negotiation support, in particular when it concerns the "respect of local cultural contexts", does not seem to have found its place in China. This concerns also the announced rehabilitation projects of old centers and districts. This concept, born in Italy in the Fifties, corresponds to a practice according to which it is a question of seeking a coherence, an articulation, between different scales ranging from the overall city project, the district project to the scale of architectural design. This concerns in particular the search for well thought-out socio-spatial quality and mutual linkages on different levels of interpretation. Finally, it is a question of admitting that the city is a part of a long and evolutionary process which integrates the information of the urban history and memory, not only in the old city, but also in the most recent urbanized sectors. From this point of view, the urban project implies concepts of continuity and harmony.Compared with Europe, concerning the procedures of town planning, in particular because of the status of landed property until these last years, the political decision-making structure of China gives too little space for negotiation and dialogue,. However, the projects of public spaces in Xi'an allowed a significant evolution in the approach of town planning, a finer, more site-scale approach and more concerned about the complexity of the elements to be taken into account. From this point of view, the impact of cultural tourism had contrasting effects on the methods of rehabilitation of the heritage city. The current process of transformation of the contemporary city, as of the city inside the ramparts, is sometimes based on a practice of destruction and reconstruction inside the existing layout: how then define the constituent elements of harmony and continuity?
