The history of development of ULC steel in Shougang Qian' an Iron and steel company was introduced in this paper. The decarburization rate and its influencing factors were investigated. The results showed that the decarburization process could be divided into two phases. One is quick decarburization phase with the average rate 0.256 min-1. The other is slow phase. After 11 min decarburization. The average carbon in steel is 15×10-6. After the optimization of the pressure drop curve in the vessel,the lift gas flow rate in the upper snorkel and refractory in the ladle,the final carbon in the steel is below 30×10-6and the minimum value is 9×10-6.
