摘要

There are three management modes of flood control projects in lower Yellow River, namely the System of Project Corporation Responsibility, Self — management System and Agent Construction System. This paper firstly makes analysis and comparison of advantage and disadvantage of these three modes. According to management practice of Asian Development Bank ( ADB) loan project for Yellow River flood control, this paper concludes a new type project construction mode — the Comprehensive Management Mode. It assimilates advantage from three existing modes and is provided with advanced management concept of ADB.
