摘要

Global international trade has been greatly developed in recent years and the trade field has transferred from the traditional goods trade to service trade including education service which ranks the fifth in the twelve basic categories of service sorted by WTO. Education service is divided into the following five divisions as specified in the UN Provisional Central Product Classification (CPC) as: Primary education service, secondary education service, higher education service, adult education service and other education service. The opening factors of China HEST market will be discussed and proposals will be given in this paper from factors of politic, economy, culture, human capital and consumption needs etc.
