Traditionally, the statistics of libraries have been based on the classical idea of the library but the structural development of higher education institutions taken place in Finland during the past few years, the changes caused by the new university act and their effects on the financing of the libraries of the higher education, have made it necessary to adopt new ways of measuring the library services and to show the impact of the library. One challenge is the comparability of statistics, key figures and quality measurement before and after the merging of the organisations. We describe the case of the University of Eastern Finland (UEF) Library that was merged by the Joensuu University Library and Kuopio University Library. Even though the UEF was formed so that the frame organisations also were merged, the challenges of the statistics are practically the same.
