In recent years, along with the in-depth development of economy and science and tech-nology globalization, the mobilization of innovative resources such as intellectuals, tech-nology and capital has increased worldwide, and the balance of the innovation structure is shifting gradually from the west to the east. Against such background, our country should strategize ,on a higher level, which means to broaden our views, actively participate in global science and technology management, and establish a broader global innovation sys-tem based on the national innovation system, for China to rank among innovative countries by 2020.
