This paper looks at some of the key issues related to biomass-to-energy projects and their influence on overall project feasibility and risk. Examples from plants delivered and supported by Aalborg Energie Technik a/s (AET) in recent years will be used to illustrate the points made. In many cases, building a biomass-fired plant - either as part of new developments or for replacement of existing fossil-fuel boilers - offers potentially great financial rewards. Development of such plants however, is a process that contains many challenges and pitfalls. This paper deals with some of these and contains examples from plants across Europe as well as some future trends. The important issue in the development phase is creating value for everyone in the supply chain and especially building a sound business case for the investor that can be financed. Elements such as fuel flexibility, high efficiency and high availability are important to maximise the income. Other topics to handle are funding (e.g. avoid valley of death), legislation, planning and environmental authorities. A major project risk is the fuel and its supply over a period of 30 - 50 years. This paper addresses topics like fuel cost, availability and flexibility, counter party risk and sourcing strategy. A key element in combined heat and power (CHP) plant design is integration of heat supply in the associated process or district heating network. Design decisions for process integration made early in a project have a great impact on the final design. Other design-related issues include how to implement Best Available Technology (BAT) and best practice, as well as risk management and mitigation measures, handling of waste streams and grid connection. The selection of contractor(s) is important for investor and funder, and issues like track record, commercial motivations, balance sheet, management and company type are critical. In the long-term view, as an owner, the operation and maintenance contract is critical and again track record and management of the project by a credible supplier is important to reduce the project risk.
