Contemporary Romanian society faces major changes in all fields of the social life and these changes have a potential negative impact on everybody. The social changes led to social insecurity, suspicion and frustration, a feeling of discouragement and even difficulties in adaptation, especially regarding youngsters. These perceptions and attitudes may result in unhealthy behaviour. From a social point of view an unhealthy behaviour may develop in many ways, but one particularly dangerous form is the drug use. The negative effects of the drugs on the individual and on the society cannot be denied..It is commonly accepted that the abuse of substances is the result of the social environment over the individual: family, school, friends, neighbourhood, society.On the other hand, there is a reversed process: the drug use affects social and economic activities. There we enter a circle with no exit. Drug use distroys family life, school education, job stability, community safety.These substances endager the user in the first place, then the closest persons and, in the end, all community members. The drug user ends to be o diformed person, able to commit antisocial action.In this regard, the social status of the user becomes controversial - is he/she a victim or an offender?Drawing such a conclusion is an important step towards organising a personalised and specialised program for reeducation, rehabilitation and social reinsertion.Considering the causes that lead to drug use, but also the kind of behaviour the drug use generates, it becomes necessary to identify the most efficient methods of punishment.By applying alternative punishment to imprison, the drug users may benefit from community assistance which encourage and allow positive bonding with family, school, job and society in general. These bonds increase the social reinsertion chances of the users.
