DEVELOPING REGULATIONS ON CURBING SMOKING IN PRIVATE SHARED PLACES USING PLACE ATTACHMENT THEORY

The purpose of this presentation is to stimulate scholarly discussion on how place attachment literature can make a contribution to the emerging policy debate on approaches to regulate smoking in private shared places. We focus specifically on homes and cars due to negative health impacts associated with both secondhand (SHS) and thirdhand (THS) smoke (e.g., Centers for Disease Control and Prevention [CDC] 2006; Sleiman et al. 2010). Homes continue to be unregulated areas where non-smokers living with smokers suffer high levels of SHS (Oberg et al. 2011). The increased awareness of the dangers of SHS is prompting developers and home owners or tenants to take action to restrict smoking in private homes. Recent cases include two cities in California, USA which have passed laws prohibiting smoking inside multi-unit residential buildings (McKindley 2009; Semrad 2007). New developments of social housing in Waterloo, Canada are also non-smoking (see Regional Municipality of Waterloo Community Services Committee Report 2011 for details and evaluation results). Developers are also offering completely smoke-free rental apartments (Feldman 2010) and many New York apartments have smoke-free policies or are debating enacting them (Hughes 2009). Furthermore, there is general support among owners and managers of multi-unit housing for smoke-free policies (King et al. 2010) which is important given that living in multi-unit housing is known to be associated with SHS exposure (e.g., Kraev et al. 2009) and because a large percentage of the population live in multi-unit dwellings. Nevertheless, instances of regulating smoking in the home are relatively rare but discussions and media reports continue.
