The 2008 Willamette Valley Biological Opinion mandates that the U.S. Army Corps of Engineers (USACE), Portland District (CENWP) develop downstream juvenile fish passage at several dams within the Willamette Valley Projects (WVP) to avoid jeopardy of the Endangered Species Act (ESA) listed species. This effort will involve the design and construction of new facilities to accomplish this. The facility design challenges include limited data on fish behavior, including passage timing, location, and impacts of existing outlets on fish collection; as well as significant engineering design and construction risks. Facility design is further complicated by annual reservoir fluctuation of up to 180 feet during annual Flood Risk Management operations, a condition not present at many of the current high-head projects throughout the region with operational downstream facilities. USACE estimates downstream juvenile passage facilities will require high capital costs, possibly exceeding $75,000,000 for each fish passage structure. Prior to investing in the permanent facilities, USACE staff and A-E contractors designed and deployed a Portable Floating Fish Collector (PFFC) to provide needed data for permanent facility design criteria and potentially save millions of dollars in both capital and operational costs. The PFFC is an innovative floating vessel housing a juvenile fish collection module and holding facility, with pumped attraction water supply, fish detection equipment, winch-based mooring system, and shore-based power. Attraction flow to the collector is provided by two submersible horizontal propeller pumps with combined capacity of up to 125 cfs. When compared to full scale production facilities (e.g. Baker Lake collector), the PFFC provides a cost- effective/economical means to safely collect fish for research, including wild ESA listed spring Chinook salmon, winter steelhead, and bull trout..
