The EPA’s proposed Effluent Limitations Guidelines (ELG) and Coal Combustion Residuals (CCR) rules impact the coal-fired power industry more profoundly than any other segment of the industry. They will regulate fly ash settling ponds out of existence; regulate the location, design, operation and closure requirements for impoundments; and impose new requirements for discharge of wastewater. Traditional “dry ash” management satisfies the requirements of the new rules but suffers from inherent technical deficiencies that are costly and that exhibit inherent safety risks. Dense Slurry System (DSS) technology mixes wastewater with CCR’s to produce a stable product with optimum use of the water. Once cured, it exhibits low hydraulic conductivity, high compressional strength, no waste water discharge, little or no fugitive emissions and enhanced metals sequestration thus achieving the goals of the ELG and CCR rules. DSS has been used extensively in Europe but is only being used at one plant in the United States. This paper presents data and case studies regarding global DSS operations including a discussion of how DSS achieves the goals and objectives of the CCR and ELG proposed rules.
