Facing with the oilfield exploration and development of new problems and the new challenges, the personnel management of the original has been difficult to adapt to the development of the situation. In order to achieve the goal, improve the quality of oilfield institutes of scientific research and to strengthen the building of specialist staff, by the method of innovation the mechanism of human resource management, mechanism of talent training, mechanism of cadre assessment and highlight the guide by the oriented incentive. By operation and application, we achieve the transformation and promotion from personnel management to human resources in oilfield institutes of scientific research, and satisfied the requirement of business and employees.
