摘要

For a long time, very few studies have been done on government behaviors of cities that are resources-rich during cities' transformation, such as Zigong. The transformation of resources-intensive cities is not just about the transformation of industries, but also about that of government behaviors. Zigong had developed before relying on salt resources and government functions have more impacts on Zigong, which is a resource-intensive city, than other general cities. This article analyzes the gain and loss of government behaviors during the transformation period. Some proposals are made to position the boundary between government and market, to adjust the function division of the city, to optimize and upgrade the industrial structure and so on.
