Production inefficiencies are inherent in the current fish cage culture technology but are further aggravated by the differences in policy implementation of each municipality surrounding Taal Lake and the ownership arrangements. Externalities abound in the current open-access policy structure and the inherent characteristics of the lake's resources. Forty-nine fish cage operators were surveyed and the production data elicited were used in the estimation of production coefficients employing the stochastic frontier analysis taking the Cobb-Douglas log linear form. Net revenue and a technical inefficiency index were measured for each operator and aggregated based on municipal jurisdictions and type of ownerships. Net revenue and technical efficiency were highest for sampled operators from Agoncillo and Talisay. Income and technical efficiency are higher for owner hiring caretakers. Low income and high index of technical inefficiency of sampled operators from Laurel and San Nicholas suggests future exit in the industry or the probability of transferring production into a lesser-concentrated and better water quality area. Nutrient pollution and decreasing biodiversity are inevitable in the current technology and institutional set-up.
