THE POLITICAL ECONOMY OF PROCUREMENT: EVOLVING CHALLENGES FOR SPACE COLLABORATION

Traditional models of collaboration in space rely on in-kind contributions to systems development and operations. Partners, typically government-dependent entities, share the various elements/work packages of a project and proceed to award it to their national industry. As commercial markets evolve and are expected to continue to do so in the future with new applications, public funding selection and specialization of projects will increasingly face the dilemma of exploration versus strategic competitiveness considerations. The space community and economy is thus confronted with trade-offs in decision-making approaches that increase complexity and the dimensions considered. For typical utility-based analysis, strategic environments pose significant challenges in their methodological implementation, but may become necessary in determining and defending procurement decisions, as well as, implementation approaches, such as contract types and level of competition. The paper analyzes the economic implications of strategic considerations for the evolution of decision making and procurement policies.
