The results of the fixed-effect model of panel data statistical analysis for the national development zones in Hubei province showed that the production function of was increasing returns to scale, the output elasticity of land and fixed assets investment were similar but far less than labor. Based on the comparative analysis of the eight economic indicators of efficiency of land during 2007 to 2014, some countermeasures and suggestions were put forward to promote the development of national development zone in Hubei province.
