Quality of Service (QoS) evaluation of television broadcasting is highly needed especially in mountainous area with various altitude of surface. Television broadcasting on mountainous area is susceptible to losses due to the existence of natural obstacles such as mountains and hills. One of the local television channels, Batu TV is located at Dresel Oro-Oro Ombo Batu at an altitude of 1076 meters above mean sea level (amsl). This television channel covers the area within Batu Town, Malang Town, and Malang Regency which mountainous in nature and consists of mountains, hills, and valleys. Based on this issue, a received power level measurement is needed on various sample areas which experience distraction. In this research, received power level measurement was done by utilizing Signal Hound, a software-defined radio (SDR) which is optimized as a spectrum analyzer. The measurement was done by using receiver antenna which is designed to be installed on pole ten meters above ground level (agl). The result of the measurement was processed using Hata-Davidson model to obtain the path loss, link budget and field strength. A television channel is said to receive good broadcast quality if the field strength is ≥ 70 dBμV. The result shows that ten of thirteen measurement areas have field strength less than 70 dBμV. These points are on the slopes of Mt. Kawi (2651 meters above mean sea level) that makes UHF TV signal from Batu TV station blocked. For this reason, an effort is needed to ensure that the television station is able to broadcast and deliver information to viewer within its coverage area is needed. Such effort could be done by amplifying the actual transmit power or alternatively by extending the height of transmitter antenna. Another alternative is to combine both of them by amplifying the actual transmit power and extending the height of transmitter antenna. With used recommendation in this paper, Batu TV would give good quality service to all broadcast areas of TV station.
