摘要

Due to the characteristics of Chinese market and construction industry,it is crucial for Chinese construction enterprises to realize how to implement strategy effectively.This paper offers a complete model of how to translate business strategy into projects by Project Portfolio Management.It consists of four interrelated steps,i.e.,"Object-Portfolio-Decision-Action".The main contents include five aspects,that is "Categorize,Evaluate,Select,Prioritize,Optimize" projects.The paper also presents a case study on applying the model within China Construction Third Engineering Bureau.A modified Analytic Hierarchy Process is discussed,and a new strategy hierarchy "Corporate strategy- Business strategy- Program strategy- Project strategy" is built.
