Since 2004, the Common Ground Alliance (CGA) has published an annual paper – the Damage Information Reporting Tool Report, or DIRT Report for short, to evaluate the current state of excavation-related incidents that affect buried utilities and put workers' and nearby residents' safety at risk. Participation among a variety of industry stakeholders – facility operators, locators, excavators and regulators – has increased annually, allowing CGA to more confidently analyze trends of the types of incidents that are the most likely to occur. In turn, industry stakeholders (utility operators, contractors, regulators, etc.) can use this data and analysis to create or modify their utility damage prevention programs to strategically target improvement in key areas.
