Optimization of vaccine delivery operations with regional distribution centers

Vaccines save millions of lives each year. However, there are challenges such as supply shortages and unreliable transportation and storage facilities in the developing countries that affect patients' access and, availability and quality of the vaccines. Many of the developing countries do not have the resources to design and manage a temperature-controlled (cold chain) supply chains and may consider using other storage devices that do not depend on unreliable electric power. We propose a mixed-integer programming model to optimize the delivery of vaccines to the developing countries in Africa. Our model considers usage of regional distribution centers that can serve as more reliable storage facilities and distribute vaccines to other countries that may not be able to properly manage and distribute vaccines. Our model aims to find the locations of the regional distribution centers (RDCs), optimal allocation of countries to RDCs and transportation modes to be used considering capacity and expiration duration based-on cold-chain life.
