Today's water managers face a world where competing interests and demand for limited resources have raised public awareness on water management, Environmental concerns, complex allocation and supply issues have required water managers to collect and interpret more data than has been heretofore required historically. The necessity for high quality data has resulted in the need for standardized collection methods, quality assurance/quality control programs, and adequate training. Assessing trends through historical data has demonstrated the need for metadata (data about data) for comparability.
