The City of Houston, TX has had three major failures in its large diameter water transmission lines over the last few years. Such failures have required immediate action in order to meet high water demands and to maintain the system's integrity. The first incident involved a puncture inflicted by a drilling contractor in a 96-in (244-cm) water main located in an adjacent city. The pipe was patched from the inside and service was restored within 72 hours. The second incident was the catastrophic failure of a 60-in (152-cm) Prestressed Concrete Cylinder Pipe (PCCP) in the Central Business District (CBD). It was necessary to remedy the situation before the high-demand summer months to avoid significant system pressure reductions. The third failure occurred on a 42-in (107-cm) PCCP line. Because the line was essential to meeting summer demands, a sliplining procedure was used to fix the pipe in time. These instances of failures on water mains, for which the City relies considerably for supply, provide several lessons for the design process. It is important that damage is prevented by providing record drawings of water mains to appropriate government entities, by posting markers, and by monitoring corrosion and pipe defects. Also, the City should prepare contingency plans in the event of the loss of a major transmission main or facility. While handling the three water main failures mentioned, the City and its engineering consultant, Lockwood, Andrews, & Newnam, Inc., developed an innovative plan for handling the need for emergency repairs.
