摘要

In order to implement the policy of Scientific Development, plan nvironmental impact assessment (PEIA)has become a practical tool to effectively incorporate energy saving and emission reduction into the current development decision-making process. Here, by analyzing the chief factors sustaining regional development in terms of environmental protection and resource use, the three baseline environmental space (TBES) assessment model is established based on the traditional environmental carrying capacity analysis. In theory, the TBES model is composed of two analysis concepts, one evaluation indicator system and three critical restrictive factors including resource sustaining capacity, pollution control level and ecological security degree. In practice, the two analysis concepts are respectively the incremental value of carrying capacity and the occupancy rate of environmental space, which is determined by the above mentioned three critical restrictive factors. As a pilot study recognized by Ministry of Environmental Protection, the environmental impact is assessed by TBES model of the Pillar Industry Development Planning of Ordos, a coal-intensive city of Inner Mongolia Autonomous Region in northwestern China.
