Catastrophic dust explosions in 2003 and 2008 have placed an increased emphasis on the prevention and mitigation of dust explosions. In response to these incidents and subsequent CSB recommendations, OSHA has introduced a Combustible Dust National Emphasis Program (NEP) and has greatly increased enforcement efforts. In 2008, legislation (HR 5522) to require OSHA to develop a general industry combustible dust standard was passed by the House of Representatives, but not passed by the Senate. Similar legislation (HR 849) has been introduced in the House in 2009. By the time of the 2009 AIChE LPS, this legislation may pass, or the new administration of OSHA could decide to introduce a combustible dust standard.rnIn this presentation, the current status of dust explosion regulations and consensus standards in the U.S. is reviewed. Statistics of OSHA enforcement issues are presented, including descriptions of the most frequently issued citations. Methodologies used by companies to retrofit existing facilities to mitigate dust explosion hazards will be described.
