摘要

The important reason of farmland protection policy failure is the external benefit generated by farmland protection has not effective compensation. One of the difficulties of farmland protection economic compensation mechanism construction based on the internalization of external benefit is the valuation of farmland external benefit. In this paper, it can clearly define farmland external benefit based on previous studies, choice appropriate methods to assess external benefit of farmland by case study, which will offer a basis for the internalization of farmland external benefit, promote the long-term farmland protection economic mechanism, and realize the sustainable development of social economy and ecological environment. Research shows that farmland external benefit is not equal to its social and ecological benefit according to the concept of externality; contingent valuation method is a effective evaluation method if fairness and operability has been considered for incentive compensation; questionnaire survey in Yichang city will be taken as an example in this paper, and the willingness to pay of farmland external benefit is between 1256 yuan/hm2 and 2646 yuan/hm2. accordingly, it can provide incentive compensation to farmers on the value of external benefit in order to achieve more effective protection of farmland.
