In daily life, increasing attention has been paid to the connections between urban transportation and environmental issues. Green transportation that is low in pollution, suitable for the urban environment, and beneficial to health has become crucial for socioeconomic activities in Taiwan. In contrast to building roads, light rail transit has the characteristics of environmental friendliness, convenience, and low cost. Under the requirement that urban development must be balanced with environmental protection, numerous cities have proposed the need to plan and construct light rail transit. This study formalized an assessment procedure and framework for light rail transit development plans. The following assessment sequence was suggested: light rail station, transportation corridor, light rail transit system, route suitability, and finally comprehensive feasibility assessment and ranking of the light rail transit route programs. The results of this study may serve as references for the feasibility assessment of light rail transit construction plans.
