The greater Phoenix area is one of the fastest growing areas in the nation, with housing developments springing up all over the once barren desert Skunk Creek, a major flood control channel in maricopa County, flows through heavily populated areas. In the last decade bank stabilization has been required on all new housing developments along Skunk Creek, however, many predate this and have unprotected banks. Maricopa County Flood COntrol District decided it needed flood protection uup to the 100 year flood level, but didn't want a concerete channel, which attracts graffiti, or soil cement which is barren of all vegetation.
