The U.S. Naval Observatory (USNO) Master Clock (MC) is the timing reference to which GPS and Loran are steered, and it is recognized in the Department of Defense and the series of Joint Navigation Plans as the basic timing reference to which all navigation systems must be traceable. Our current steering algorithm has proven both robust and more than adequate for users' needs. Improved strategies are under study, which may be even better adapted to the increased timing capabilities of an improved GPS system and emerging capabilities of carrier phase time transfer to create a "distributed USNO MC."
