As multinationals are shifting their R&D to China,the Yangtze Delta,a leading player in China's economic growth,have been appealing to an increasing number of R&D centers. Theoretically speaking,the technology spillover from the foreign R&D centers will help local businesses to update technology level and improve the Delta's ability to innovate. However,the benefits can not accrue by themselves. The paper analyzes the features of foreign R&D centers,the status quo of technology innovation in the Delta,and the impacts of the multinationals' R& D input on the Delta's technology innovation. Then the paper puts forward proposals on how to allure more multinationals R&D centers and on how to upgrade independent innovation in the Delta.
