An uncontrolled development of a region (case study - Hunedoara County development plan) can lead to later on difficult to manage risks. Only through a balanced development of the ecological, social and economical aspects can sustainable development be achieved, which is one of the main points in the Leipzig Charter. A holistic territorial planning strategy involves identifying risk areas, evaluating them and their step by step mitigation using the local government means and private initiative.
