The purpose of this article is to define criteria and point to best practice in reviewing research and learning outcomes in e-education. The general framework is supported by statistics on scientific submissions the authors have reviewed for national & international conferences & journals throughout time. On basis of the manuscripts written by colleagues or students, we will stipulate several principles of peer correction and discuss key elements of good manuscript review, reviewers' basic responsibilities and the rewards&concerns accompanying this process. Proper conduct is essential for making the process valuable and the journal or proceedings collection trustworthy. Many of the debated issues can be applied to other areas, such as grants and books.
