Now is the time to form international ECDIS testbeds for standards compliance, testing and evaluation, product improvement and, especially, market definition. At such testbeds the latest technologies and products might be showcased and played together, derivative capabilities might be shared and demonstrated, international users as well as standards people might be engaged in the development process with manufacturers, and visibility might be the fulcrum by which new markets be pried open and explored with existing products and prototype capabilities.
