摘要

A safety monitor — a set of safety indices of China’s civil aviation industry — is now being established by the Center of Aviation Safety Technology, General Administration of Civil Aviation of China (CAAC). These indices will monitor the frequency and damage severity of accidents, incidents and other unsafe events in different air operation types, such as CCAR-121, -135, and -91 operations, and indicate the safety performance of China air transportation system through a well-established mathematical model. In this model, the severity will be assessed by some factors such as numbers of fatality and injury, and damage to the aircraft and cargo. The frequency will be measured with the rate of accidents, incidents and minor events per million departures or flying hours. These safety indices will serve as a tool to help provide a more robust indicator of the state of aviation safety and as a trend indicator to provide a quick, visual representation of changes in the relative safety risks within the civil aviation system.
