Eventually, the MPC&A program will rely solely on the cooperating Russian Federation and Newly Independent States (RF/NIS) states for supporting the continued operation of MPC&A systems at national and site levels, thus ensuing long-term nuclear material security within RF/NIS borders. However, the deterioration of economic conditions in the RF/NIS has made it increasingly clear that the long-term viability of the MPC/A program depends upon (1) an indigenous capability to service, maintain, operate, and upgrade MPC&A-related equipment; and (2) a viable economic and technological infrastructure to continue supporting MPC&A technology. The proliferation of new business entities within the evolving economic system of the RF, while encouraging, also introduces element of the RF, while encouraging, also introduces elements of confusion and uncertainty. Aquila, a Canberra Company, is a U.S. commercial supplier with experience in the manufacture and support of safeguards and physical protection equipment. Utilizing its experience, Aquila has been assisting the MPC&A program in improving the performance and sustainability of RF supplier entities to provide the equipment for securing weapons-usable nuclear materials. This paper discusses potential problems and offers suggestions for strengthening, assisting, and interacting with in-country suppliers of MPC&A equipment.
