Many of the Part 193 regulations have been written in performance language rather than specific language. This is due partly to the vast differences in sizes, types, and locations of plants covered by these regulations. Performance language allows the operator to choose the means of compliance, in many instances. It also allows operators to modify existing plants as needs change and the technology improves. As with Part 192, the gas pipeline safety regulations, Part 193's regulations should be considered as the minimum requirements. Some states have more stringent regulations. But the ultimate responsibility for safety rests with the plant operators. These are the people who see LNG plants in operation all the time. These are the people who will be first on the scene in an emergency situation. That is why while most regulators are satisfied to see operators who comply with the safety regulations and are pleased to see those who exceed the requirements.
